1. Literally underneath one's feet. Be careful, there are some fire ants under foot.
2. In one's way; acting as an obstacle. Can you take the kids outside? I can't get a thing done with all of them under foot. I tried to get some cleaning done today, but with the dog under foot, I wasn't very productive.
